Each pandemic exercise — Dark Winter of June 2001, Atlantic Storm of January 2005, Clade X of May 2018 and Event 201 of October 2019 — that had been designed, scripted and hosted by Johns Hopkins Center for Health Security, was supposedly geared toward better preparedness.
However, each pandemic exercise just happened to include players who were embedded in the American Deep State, and were either well-placed to take aspects of the scenarios ‘live’. Or, by their casting, signal the underlying intention to mobilize resources to inflict future bio-terrorist plots for the preservation of the US-NATO Military Empire.
The pandemic exercises of Johns Hopkins University, as well as its futuristic coronavirus SPARS pandemic scenario of 2025 to 2028, reveal an underlying plan to cement a totalitarian global health infrastructure by orchestrating over-hyped pandemics as a Trojan Horse to up-end nation states, destabilize households and destroy free enterprises.
The subversive theme of these pandemic scenarios was that they served as a staging ground for sowing new hybrid narrative seeds that penetrated the psyches of unwitting players, attendees, and observers.
The record shows that Johns Hopkins University lacked the capacity to be circumspect about its casting of players following it very first pandemic exercise, Dark Winter, when one of its players, a former CIA Director, took aspects of the pre-9/11 bio-terrorist scenario ‘live’.
Indeed, the linkages between this pandemic exercise and America’s subsequent invasion of Iraq and the hawkish calls of a ‘Wolfowitz Cabal’ to wage a Hundred Years’ War to rid the world of the virus of terrorism — suggest these subversive pandemic exercises were penetration rituals to capture public health, destabilize liberal democracies and weaponize ‘the news’.
An imperial mindset underpins the casting in all four simulations reviewed, wherein the spectacle of a pandemic was work-shopped to streamline the designs of Trojan Horses to politically capture public health systems, destabilize liberal democracies and weaponize ‘the news’.
The pandemic exercises occurred simultaneous to developments in bio-engineering elements of the coronavirus to make it pathogenic to humans. Yet, the corny graphic novel-like pandemic scenarios of Johns Hopkins Center for Health Security either cast blame to hype the treat of rogue states, or fundamentalist jihadists or well-resourced doomsday cults, or magical evolutionary powers.

The people at Johns Hopkins Bloomberg School of Health Security — who have brought the world daily Covid data — have a sketchy record of hosting pandemic exercises with roles played by high profile figures connected to the American Deep State.
Johns Hopkins Bloomberg School of Health Security claims its mission is:
“To protect people’s health from epidemics and disasters and ensure that communities are resilient to major challenges.”
This mission sounds laudable.
Yet, Johns Hopkins Bloomberg School of Health Security’s history of designing, scripting and casting pandemic exercises reveals a racketeering long-game by the American Deep State.
This history of hosting pandemic exercises involving present or ex-CIA, State Department and DOJ officials, reveals coordinated moves to pivot the world onto a trajectory with a totalitarian bio-security operating system — as woo-woo conspiracy theory as it sounds.
Therefore, I locate pandemic scenario planning by Johns Hopkins University as part of a Trojan Horse strategy to alter the ‘arc of history’, so that a crypto-universal totalitarian Techno-Feudal empire can be forged.
My supposition is that an unacknowledged emergent global empire is being forged, through the modus operandi of Shock Doctrine engineered crises to justify governance by worst case scenarios. The end-game is, it seems to me, to herd as many human mortals into ‘smart-grid super-cities’, while the stealthy mechanisms of regionalism, public-private partnerships and other strategic ‘rescue’ solutions such as Central Bank Digital Currencies (CBDCs) are deployed to accumulate power, wealth and control into a permanent Techno-Feudalist system.
As such, the emergent universal totalitarian Techno-Feudal empire is ‘crypto’ in nature, meaning it stalks as a hidden hydra transnational network, wearing a technocratic ‘Cloak of Invisibility’ to recruit as many näive mortals with whispers of its Voldemort-esque eugenicist’s Ideology-That-Must-Not-Be-Named: Scientism.
➼ 4 Pandemic Exercises – Johns Hopkins Center for Health Security
The sketchy track record of Johns Hopkins Bloomberg School of Health Security — whom have a history of designing, scripting and hosting pandemic exercises involving present or officials of the American — reveals coordinated moves over two decades to develop blueprints for making pandemics ‘go live’.
The following record shows that Johns Hopkins University lacked the capacity to be circumspect after its very first pandemic exercise, Dark Winter, was conducted three months before the 9/11 Coup D’état, since the outbreak bioterrorism scenario featured a weaponized smallpox pandemic that started in Oklahoma, in the winter of 2002. The pre-9/11 scenario envisaged a bioterrorist group, which was linked to Osama bin Laden, called Al Qaeda, was found to be responsible.
The Dark Winter table-top exercise also included an anthrax subplot sponsored by Saddam Hussein. In this way, the Dark Winter scenario designers possessed a remarkable prescience for post-9/11 zeitgeist that fingered blame on Al Qaeda and the Hussein-Iraq Government for the September 11 Terrorist Attacks.
Yet, as Eugene Jarecki’s 2005 documentary, Why We Fight, showed, Saddam Hussein had nothing to do with 9/11, and as Dylan Avery’s Loose Change documentaries, showed, the official narrative did not hold up to scrutiny and Kevin Ryan’s book Another Nineteen, indicated more likely suspects.
This lack of reflection by the Johns Hopkins Bloomberg School of Health Security about its choices of pandemic exercise participants after its very first table-top simulation, suggests that the Johns Hopkins School of Public Health had sinister hidden objectives at variance with its stated mission of advancing sound public health.

For instance, following the hosting the first U.S. biological weapons viral outbreak exercise called ‘Dark Winter’, in June 2001, aspects of the fictional scenarios were used as propaganda by its participants to justify inflicting the 9/11 Wars — as dissident journalist Whitney Webb reported for The Last American Vagabond in All Roads Lead to Dark Winter.
This biowarfare simulation took place at Andrews Air Force Base in Camp Springs, Maryland, with participants including several Congressmen, a former CIA director, a former FBI director, government insiders and privileged members of the press prior the 9/11 Coup D’état of September 11 and the 2001 Anthrax attacks in the aftermath. The exercise was designed, scripted, and co-hosted by Johns Hopkins University’s Center for Health Security.
One such Dark Winter participant was James Woolsey, who was a former CIA Director from 1993 to 1995. In the immediate aftermath of 9/11, military-grade anthrax outbreaks were inflicted upon Florida and New York.
Woolsey — who was also a PNAC member of the Zionist Neocon think-tank, the Project for a New American Century (PNAC) and of the global policy shaping think-tank, the Council on Foreign Relations — evidently claimed that Iraq was to blame for 9/11 during a cable news interview on September 12 2001 — according to Webb.
It is significant then that in a white paper titled “Rebuilding America’s Defenses”, published in September 2000 by the Project for a New American Century, its authors advocated that America needed to embark on a ‘revolution in military affairs’, by which was meant a radical transformation of U.S. military organization, war technologies and deployment to maintain its global domination. This transformation, the authors chillingly stated, would likely be a long one, “absent some catastrophic and catalysing event — like a new Pearl Harbor” — as the NewStatesman America reported in an article, “John Pilger reveals the American plan: a new Pearl Harbour” on 16 December 2002. The white paper “Rebuilding America’s Defenses”, envisaged the art of warfare would transform to include “advanced forms of biological warfare that can ‘target’ specific genotypes [which] may transform biological warfare from the realm of terror to a politically useful tool.”
Woolsey flew to London to “firm up” the ‘evidence’ that Iraq was involved in 9/11, as The Guardian newspaper reported in “Iraq ‘behind anthrax outbreaks’ ” on 14 October 2001.
Indeed, ‘Dark Winter’ included a sub-script scenario that insinuates Saddam Hussein’s Iraq threatening to release a weaponized anthrax virus and speculated Iraq was involved in providing technology for the biological attacks to terrorist groups based in Afghanistan.
In other words, Woolsey, who played the Director of Central Intelligence, mimicked his real life stint as CIA Director and, in effect, took the anthrax narrative beyond the confines of simulation and made it a ‘live exercise’.
This bio-warfare simulation took place at Andrews Air Force Base in Camp Springs, Maryland, and was one of 45 exercises, drills and war-games that occurred either in the months, days and hours prior to the ‘9/11 Live Blockbuster Terror Theater’ of September 11 2001 that envisaged aspects of the 9/11 Coup D’état.
As Webster Griffin Tarpley found while researching his book, 9/11 Synthetic Terror: Made in America, these 45 exercises, war-games and drills prior to or occurring on September 11 2001 envisaged aspects of what occurred on 9/11 and some of them went ‘live’. Tarpley stated the exercises, war-games and drills provide the cover for deep state actors to take the scenarios live and exploit the national security state’s compartmentalized operation classifications.
Indeed, it is a major flaw of such exercises, drills and war-games that they ‘neglect’ to model for the central safety and security problem that such scenarios could be penetrated by ‘bad actors’ intent on committing simulation hijacking, as the Snoopman pointed out in his September 2018 article — “The Big Short: Is a Deep State-designed, Catastrophic Great American Blackout Crisis Looming?”. In “The Big Short”, Snoopman envisaged a prolonged power outage — either citywide or nationwide — would occur to finish out the 2010s decade, with blame cast on cyber-attacks sponsored by Russia, or China or Iran, as a cover-story for the next financial crisis. I speculated that such a false flag scenario could be used trigger a strategic sabotage of industry, to enable political elite to fund the American Deep State’s corporatized totalitarian hi-tech police state utopia, while casting the global bankers as victims in need of public insurance bailouts.
Another Dark Winter player, Judith Miller, a New York Times journalist, whose new book entitled “Germs: Biological Weapons and America’s Secret War,” was released on October 2 2001, asserted that the U.S. faced an unprecedented bio-terrorism threat from terrorist groups like Al Qaeda.
Curiously, on the day Germs was launched, the health of the first post-9/11 anthrax victim in America, began to rapidly deteriorate.
In her expose, All Roads Lead to Dark Winter, Webb wrote that Miller and other New York Times journalists wrote a total of 27 articles specifically about anthrax and its potential use as a bio-weapon between September 12, 2001 and the day before the first anthrax victim, photojournalist Bob Stevens was diagnosed with anthrax poisoning.
In a circumspect retraction editorial entitled, “FROM THE EDITORS; The Times and Iraq”, published by The New York Times, March 26 2004, the editors refer obliquely to the manipulative propagandist reporting of Judith Miller. By avoiding to name Miller, her membership with the New York-based global-policy shaping think-tank, the Council on Foreign Relations (CFR), and her pre-9/11 articles on Islamic fundamentalism published with the CFR’s magazine, Foreign Affairs, the New York Times missed an opportunity to undercover the fact that the roots of the exponential rise of Islamic Terrorism lay with the creation of the Safari Club in the mid-1970s. The New York Times articles written or co-written by Judith Miller that amped up the case for the aerial assault on Baghdad in March 2003 and the justification for an escalation of the conflict into a ground invasion, included: “A NATION CHALLENGED: SECRET SITES; Iraqi Tells of Renovations at Sites For Chemical and Nuclear Arms” of December 20 2001; “THREATS AND RESPONSES: THE IRAQIS; U.S. Says Hussein Intensified Quest for A-Bomb Parts” of September 8 2002; and “Illicit Arms Kept Till Eve of War, an Iraqi Scientist Is Said to Assert” of April 21 2003.
Another Council on Foreign Relations member, Robert Kadlec — who co-authored the Dark Winter script with Thomas Inglesby and Tara O’Toole of Johns Hopkins Center for Health Security — got to speak the line that lent the exercise its bleak name.
In a mock news report, ‘Biodefense Expert’ Robert Kadlec stated that the lack of smallpox vaccines for the U.S. populace meant that “it could be a very dark winter for America”, as citizen journalist James Corbett’s report, COVID-911: From Homeland Security to Biosecurity, deftly shows.
Kadlec led the Department of Health and Human Services response to the military-grade anthrax outbreaks that were inflicted upon Florida and New York in the immediate aftermath of 9/11. He also contributed to the FBI’s investigation of the anthrax attacks.
Kadlec, who had been a physician with the U.S. Air Force, also helped draft the Pandemic and All Hazards Preparedness Act 2006 (aka the Prep Act), which among other things, created the position of Assistant Secretary for Preparedness and Response, an office that Trump appointed Kadlec to lead in 2017.
Crucially, the post-9/11 anthrax attacks were inflicted to justify the Prep Act, which was needed to confer the Big Pharma cartel immunity from liability from vaccine injuries caused to adults according to Dr David E. Martin — whose company M-CAM tracks patent breaches of treaties, laws and ethics. (

In 2019, Crimson Contagion exercise envisaged a pandemic influenza outbreak in the U.S. that originated in China and spread rapidly around the globe. On December 4 2019, Kadlec appeared before Congress with Dr Fauci saying the U.S. being ill-prepared to deal with bio-security threats, one week before the reports emerged of a coronavirus outbreak in China.
Uncannily, Kadlec was on hand as Assistant Secretary for Preparedness and Response at the beginning of the ‘novel’ coronavirus outbreak, after being the man who had played the Bio-Warfare Defense Expert and who spoke the ‘Dark Winter’ phrase about the perils America would face in the absence of enough vaccines to treat the smallpox pandemic, just three months before the 9/11 Coup D’état.
On the evening of September 11, 2001, the staff of then-Vice President Dick Cheney were told to start taking injections of the antibiotic Cipro in order to prevent Anthrax infection. This warning came weeks before the first anthrax attacks occurred.
Whitney Webb reported that the person who had told the Bush II Administration officials to take Cipro was Dark Winter participant, Jerome Hauer, who had previously served for nearly 8 years at the U.S. Army Medical Research and Development Command (USAMRDC), which oversees the USAMRIID bioweapons lab at Fort Detrick.
Indeed, Hauer had been a member of the Johns Hopkins Working Group on Civilian BioDefense.
At the time of September 11, 2001, Hauer was the managing director of Kroll Inc., a private intelligence and security company informally known as the “CIA of Wall Street,” a company that French intelligence had accused of acting as a front for the actual CIA. AIG’s founder, Cornelius Vander Starr, during WWII had been an operative in the Office of Strategic Services (OSS), the forerunner to the CIA.
Kroll Inc., at the time of the 9/11 Coup D’état was responsible for security at the World Trade Center complex. Following the 1993 WTC Bombing deep event, the manager of the World Trade Center, the Port Authority of New York and New Jersey, hired the risk consultancy firm, Kroll Associates, to lead security upgrades at the WTC. Kroll in turn hired Stratasec (formerly known as Securacom) to upgrade security. Stratasec directors included George Walker Bush’s brother Marvin Bush; and his cousin, Wirt Walker III, was CEO.
Yet, Hauer was conveniently not present at his World Trade Center office on the day of the attacks, and instead appeared on cable news, according to Webb. One week prior to 9/11, security oversight for the WTC was switched by Hauer to recently retired FBI agent John O’Neill, who died on 9/11, his first day on the job. O’Neill was a world expert on Osama Bin Laden and would have presented a threat to the American Deep State’s 9/11 plotters because his investigations into Al Qaeda had been blocked by FBI brass.
Meanwhile, the FBI’s counter-terrorism team was stranded in Monterey California after participating in a two-day exercise at the FBI Hostage Rescue Unit. Because of the civil aviation shutdown on September 11 2002, the FBI’s counter-terrorism team was unable to fly back like sardines on a commercial flight from Monteray, which once had a thriving sardine canning industry.
As first Director of the Office of Emergency Management for the City of New York, Jerome Hauer oversaw New York’s doomsday contingency plans. These doomsday plans included Mayor Rudy Giuliani’s “bunker” built on the 23rd floor of World Trade Center Building 7. The 47-storey building was the third building that ‘collapsed’ at near-free fall speed in seven seconds, according to Swiss historian Daniele Ganser in his talk, 9/11 Perspectives Master Class.
In addition to being the New York headquarters for investment bank, Salomon Smith Barney, WTC-7 (aka Salomon Brothers Building) housed the field offices of the Secret Service, the CIA, FBI, the Department of Defense (on Donald Rumsfeld’s watch) and also the Securities and Exchange Commission (SEC) — which lost many records on 9/11 pertaining to the rolls of Enron and WorldCom in the tech-stock scandal, as Kevin Ryan mentions in his groundbreaking book, Another Nineteen: Investigating Legitimate 9/11 Suspects.
The Johns Hopkins alumni oversaw the development of New York’s bio-terrorism response plan, and as a result of Hauer’s work, New York became the first American city to do large-scale bio-terrorism exercises.
Hauer was a member of the Johns Hopkins Working Group on Civilian BioDefense.
➼ Atlantic Storm – Madeleine Albright [January 2005]
In January 2005, Johns Hopkins Center for Health Security hosted the pandemic exercise, Atlantic Storm, that featured a smallpox bio-terrorist attacks on five major cities that were inflicted by a group called Al-Jihad Al-Jadid. In the fictional scenario, weaponized smallpox was dispersed with portable dry powder dispensers as dry powder bioaerosols by vaccinated terrorists who walked with throughout the target locations in Germany, the Netherlands, Sweden, and Turkey for several hours during periods of peak occupancy.
In this table-top exercise — which implicitly lay sole blame for 9/11 on Al Qaeda — as you might expect if you were reading a graphic novel — the U.S. President was played by Council on Foreign Relations member, Madeleine Albright.
It turns out that Albright, as the former Secretary of State, was embroiled in machinations to inflict NATO’s Kosovo War during the Clinton Administration.
In the February and March 1999, Secretary of State Madeleine Albright presented an ultimatum to Slobodan Milošević, President of the Federal Republic of Yugoslavia (1997 to 2000), at Château de Rambouillet, France, for the corporate takeover of Kosovo Trepca Industrial Complex, which comprised Stari Trg mine, the Zvecan smelter and Mitrovice industrial plants, mines and factories.
These terms Milošević could not accept, as author Daniel Estulin reported in his book, The Shadow Masters. Estulin called NATO’s Kosovo War of 1999 — the ‘Bilderberg War’ — because the framework for the Kosovo Liberation Army (KLA) was designed at the 1996 Bilderberg Conference.
According to the editor-in-chief of the Voltaire Network, Thierry Meyssan, the Bilderberg Foundation is a lobbying tool for the NATO Alliance, North Atlantic militarists that intend to be a secret world government. Estulin stated in his book, The True Story of the Bilderberg Group, that the Bilderberg Foundation worked with other global policy shaping think-tanks, such as the Trilateral Commission, the Council on Foreign Relations and the World Economic Forum, as a highly networked, wealthy and resourced global élite intent on achieving world domination by inflicting military war, false flag terrorism and economic sabotage.
Crucially, Richard Perle, who was a close associate of Bush II’s Secretary of Defence, Paul Wolfowitz, was among the signatories to a September 1998 letter urging President Clinton to cease diplomacy with Serbian President Slobodan Milošević, and to escalate economic sanctions against Serbia and also to support applying “massive Western pressure on Milosevic”. This letter, organized by the Zionist-NeoCon think-tank called the Project for a New American Century, was but one device in the longer destabilization plan inflicted upon Yugoslavia.
Ironically, Atlantic Storm featured a fictional GNN news story in which the reporter mentioned that US President George Bush stockpiled smallpox vaccines in 2001 which was a reference to the Dark Winter exercise, and which was one of 45 drills, war games and exercises that took place prior to or occurred on September 11 2001 and envisaged aspects of what occurred on 9/11 and some of them went ‘live’.
➼ Clade X – Jamie Gorelick • Julie Gerberding • Tara O’Toole
In May 15th 2018, Johns Hopkins hosted another global pandemic exercise called Clade X, which envisioned a weaponized para-influenza virus that wiped out 150 million people worldwide 20 months after the outbreak and projected 900 million deaths, without a vaccine.
Spookily, the Center for Biosecurity at Johns Hopkins University imagined a rogue group called “A Brighter Dawn” that sought to reduce the world’s population to pre-industrial levels, which was modeled in part on Aum Shinrikyo, the Japanese doomsday cult that developed and used chemical and biological weapons in the 1990s in Japan.
The fictional para-influenza Clade X pathogen dreamed up by the Johns Hopkins Center for Health Security is spread by ‘volunteers’ who travel the globe with small volumes of liquid agent, initially released in Caracas, Venezuela, and Frankfurt, Germany, followed by its random dispersal to 300 of the world’s largest cities.
According to the fictional scenario, A Brighter Dawn was established in the 1990s in the United States, with the purpose to slow and eventually reverse the degradation of the planet that was occurring from ‘over-population’. A splinter group consisted of no more than 30 individuals, with a charismatic leader believed that direct action was needed to achieve the “reset” or “paradigm shift”.
This splinter group established a laboratory near Zurich, Switzerland, and masqueraded as a small biotech start-up firm, while developing a biological weapon. A Brighter Dawn’s membership had grown substantially in both numbers and geographic diversity.
In Clade X, the U.S. Attorney General role was played by former 9/11 Commissioner and Council on Foreign Relations member, Jamie Gorelick.
Back in 1996, when she was Deputy Attorney General at the US Justice Department, Gorelick created an intelligence ‘wall’, which meant that if the FBI was investigating cases and required information defined as intelligence (or INTEL), it put those FBI agents working in the INTEL section under the control of the CIA.
This ‘wall’ also separated agents at the bureau from those at other departments, including the State Department, the CIA and the Pentagon, as Ian Henshall stated in his book 9/11 Revealed: The New Evidence.
The location for Clade-X at the Mandarin Oriental Hotel appeared to have symbolic political currency since it is owned by the Jardine Matheson Group, whose pedigree is linked to the siege of China through the opium trade, which was escalated in 1828 when Jardine Matheson and Company formed to become the largest opium enterprise in the world, as the book, Dope, Inc. – Britain’s Opium War Against the World recounts.
To supply the US President with guidance on the unfolding pandemic, a team of presidential advisors were tasked with leading the policy response. They formed an Executive Committee (EXCOMM), which comprised ‘members’ of the President’s National Security Council’ and a handful of individuals with relevant expertise, and was chaired by the National Security Advisor.
These EXCOMM players included ‘CDC Director’ played Council on Foreign Relations member, Julie Gerberding, after being the CDC’s actual Director (2002-2009) and who subsequently walked through a ‘revolving door’ to become Vaccine Division President at the pharmaceutical giant Merck from 2010.
Gerbering was among an elite cohort of CEOs who sold $9 million is Merck stocks on January 13th 2020.
Another figure that Robert F. Kennedy Jr profiles in his book, The Real Anthony Fauci: Bill Gates, Big Pharma, and the Global War on Democracy and Public Health, as a CIA asset involved in pre-Covid pandemic exercises — is Tara O’Toole.
Dr O’Toole, played the role of Secretary of Homeland Security in Clade-X, while she also held the positions of Executive Vice President at In-Q-Tel (IQT), which is the CIA’s venture capitalist firm. In-Q-Tel has funded many technology firms, including $2 million in 2005, for Peter Thiel’s big data start-up, Palantir, to build a surveillance computer called Gotham.
Prior to 9/11, Tara O’Toole founded and directed two university-based think tanks devoted to civilian biodefense. She was a professor of Public Health and Director of the Johns Hopkins Center for Civilian Biodefense Studies at the Johns Hopkins Bloomberg School of Public Health.
Dr. O’Toole along with Tom Inglesby of the Johns Hopkins Center for Civilian Biodefense Studies and Randy Larsen and Mark DeMier of Analytic Services, Inc., (ANSER) were the principal designers, authors, and controllers of Dark Winter, the bioterrorism simulation of June 22-23, 2001 at Andrews Air Force Base. Kadlec also participated in the creation of the script. Analytic Services Inc. or ANSER, and its newly launched Institute for Homeland Security five months prior to 9/11, was a principal sponsor of the Dark Winter bioterrorist pandemic exercise.
Tara O’Toole was also a board member of the ANSER Institute for Homeland Security (ANSER-IHS), which was created in October 1999 at the behest of ANSER’s new CEO, Dr. Ruth David, who became ANSER’s top executive after leaving a lengthy career at the CIA, where she had served as the agency’s Deputy Director for Science and Technology.
Founded in 1958 to support the United States Air Force, ANSER was one of nine Federal Contract Research Centers (FCRC) including RAND, Aerospace Corporation, MITRE, CNA, and MIT Lincoln Laboratory. The creation of ANSER Institute for Homeland Security, prior to 9/11 it well-positioned for contracts after the events of 9/11 that year. The Homeland Security Act of 2002 called for the establishment of a federally funded research and development center (FFRDC), to be called the Homeland Security Institute (HSI). In 2004, ANSER won the contract to host HSI, a think tank devoted to addressing national policy and security issues where scientific, technical, and analytical expertise is required.
The Institute for Homeland Security was “initiated and funded by ANSER’s Board of Trustees in October 1999”. In its 50th Anniversary books, Celebrating 50 Years, A History of Analytic Services, ANSER bragged, “As Developments over the next two years would prove ANSER’s embrace of that forecast to be not only right, but downright prescient.”
In May of 2000 retired air Force Colonel Randall Larsen, then the chairman of the Department of Military Strategy and operations at the national War college, was appointed as ANSER’s new Director of Homeland Defense. In the spring of 2001, the ANSER Institute for Homeland Security (AIHLS) was created. Larsen and Kadlec collaborate closely, co-authoring several studies together on the threat of biological terrorism in the late 1990s.
ANSER’s Institute for Homeland Security prepared a course on “Homeland Security” which was to be co-taught by Larsen and his National War College colleague, Robert Kadlec. Coincidentally, the course was slated to begin on September 11, 2001. Part of the course syllabus included a review of the Dark Winter exercise, which the Institute for Homeland Security co-created. Remarkably, the topic of New Threats: Biological Weapons was to be covered on October 2 2001, which just happened to be the day the new book entitled “Germs: Biological Weapons and America’s Secret War,” by Dark Winter player and New York Times journalist Judith Miller was released. Miller’s Germs asserted that the U.S. faced an unprecedented bio-terrorism threat from terrorist groups like Al Qaeda.
As Whitney Webb reported in her “All Roads Lead to Dark Winter”, in early 2002, an ‘independent’ team from the Johns Hopkins Center for Civilian Biodefense Strategies argued that the anthrax attackers were linked to Al Qaeda, citing a diagnosis made by a Florida doctor in June 2001 that alleged 9/11 hijacker Ahmed al-Haznawi had a skin lesion that was “consistent with cutaneous anthrax.”
In this way, key players in Dark Winter played a role in the FBI Amerithrax investigation and Bush administration efforts to link the Anthrax Attacks to a foreign, rather than a domestic, source.
From 2009-2013, Dr. O’Toole served as Under Secretary of Science and Technology (S&T) at the Department of Homeland Security, the principal advisor to the Secretary on matters related to science and technology.
She is also a member of the Council on Foreign Relations.
Clade X was supported with funding from the Open Philanthropy Project, which was co-founded by Dustin Moskovitz, who in turn was a co-founder of Facebook. who helped Mark Zuckerberg launch Facebook from his Harvard dorm in 2004 – according to heart-warming tech-billionaire mythology. Founding Facebook investor, Peter Thiel, who initially stumped up $500,000, in turn, received $2 million from the CIA’s investment arm In-Q-Tel in 2005, for his big data start-up, Palantir, to build a surveillance computer called Gotham.
➼ Event 201 – Avril Haines
The October 2019 Event 201 global pandemic exercise which took place in Gotham City on October 18th — and which took place the same bat-day that the 7th World Military Games opened half a world away in Wuhan City — was a ‘tabletop’ exercise that involved a fictional novel corona-virus outbreak.
A fictional Pandemic Emergency Board was ‘convened’ at a time when the outbreak was three months along and was comprised of strategically picked participants to represent a highly selective cross-section of the ‘world’.
One Event 201 participant was Avril Haines, who was CIA deputy director and deputy National Security Advisor during the Obama Administration.
Haines — who was educated at the John D. Rockefeller University of Chicago and the Jesuit-run Georgetown University — played a significant role with CIA Director John Brennan in forming the Obama White House’s policy on drone strikes (or remote extrajudicial aerial executions) during the 9/11 Wars.
The former CIA deputy director was also as a member of the Nuclear Threat Initiative bio-security advisory group, which worked with Johns Hopkins Center for Health Security to develop the Global Health Security (GHS) Index. Haines is a principal of WestExec Advisor, a geopolitical strategy firm that teaches concepts such as “red teaming” — which is a strategy used in simulations to flush out “bad actors” in organizations.
A regular person might imagine “bad actors” to be people working to achieve hidden objectives of a corporate raiding firm or an ideologically blinkered think-tank, or a hostile government.
However, this “bad actors” terminology became a script element in Event 201 and was used to cue government observers participating online on the ‘need’ to place such “bad actors” before the courts deemed to be producing “fake news”.
In other words, the subversive script-writers behind this Corona bio-terrorist plot were actually envisioning recasting political dissent, free speech and scientific and medical debate as a criminal activity.
This brazen psychological projection of blame onto those citizens who criticised the pandemic measures, is clear evidence of a Global Health Syndicate seeking to capture public health by engineering a Trojan Horse-Paper Tiger crisis to reset the world with a totalitarian bio-security operating system.
Haines was also a consultant to Palantir, meaning the former CIA deputy director was contracted to work with the data-harvesting firm seeded with CIA venture capital, from In-Q-Tel, to build a surveillance super-computer called Gotham.
In February 2018, Avril Haines was a speaker at the Camden Conference, that was titled, New World Disorder and America’s Future, and which sought to “explore shifts in global power and the ramifications for major players, particularly China, the US and the nations of Europe, in pursuing their national interests.”
Haines spoke of the need for a multilateral, multinational approach to mitigate threats from areas such as space, energy, cyber attacks, and biological, chemical and nuclear weapons, to achieve an international world order, and peace and prosperity with the United States leading such efforts.
On January 21 2021, Haines was promoted to Director of National Intelligence, which oversees the coordination of 17 military, intelligence and security departments, agencies and offices charged with maintaining national security of the United States, its interests abroad, and mitigating threats to the US-NATO Military Empire.
In addition to sponsorship from the World Economic Forum, the Bill & Melinda Gates Foundation and Johns Hopkins Center for Health Security, Event 201 was also supported with funding from the Open Philanthropy Project.
➼ Work-shopping the Destabilization of the World?
Deciphering the Morse Code of the pandemic exercise track record of Johns Hopkins Center for Health Security, their inclusion of the American Deep State’s officials in four simulations — Dark Winter of June 2001, Atlantic Storm of January 2005, Clade X of May 2018 and Event 201 of October 2019 — in their corny scenarios, belies an over-arching strategy to transform newsrooms into vectorized environments to globally spread emotional contagions.
An imperial mindset underpins the casting in all four simulations reviewed, wherein the spectacle of a pandemic was work-shopped to streamline the designs of Trojan Horses to politically capture public health systems, destabilize liberal democracies and weaponize ‘the news’.
All scenarios emphasized the need to develop surge capacity for vaccine development, the coordination of jurisdictions to mobilize health resources, preparedness for emergency response to mass casualities and managing public perception.
It would appear these motives underpinned the publication of a ‘report’ entitled “The SPARS Pandemic 2025–2028: A Futuristic Scenario to Facilitate Medical Countermeasure Communication” by Johns Hopkins Center for Health Security in October 2017. This report, which was written from the fictional perspective of 2030, ostensibly envisioned the communications challenges following a global pandemic featuring a novel coronavirus. The novel coronavirus was dubbed the St. Paul Acute Respiratory Syndrome Coronavirus (SPARS-CoV, or SPARS) because the outbreak began among church-members of the First Baptist Church of St. Paul, Minnesota.
Two dominant trends were evident after this three year-long SPARS pandemic: the world was more connected to information technology, yet more divided, as social groups self-restricted their sources and fragmented along social, political, religious, ideological and cultural lines.
The subtext of “The SPARS Pandemic 2025–2028” report appeared to be the supply of information for countermeasures to inoculate the populations against counter-narratives, so that citizens could be better manipulated in the next pandemic to accept the dominant solution: mass vaccination.
Inoculation tactics are deployed where the weakness of the matter at hand is acknowledged, then quickly brushed aside. The intention is that the news audience will think no more of it, satisfied that there is nothing under-handed to see, as the 2008 documentary, The Hollow Men showed.
Such inoculation tactics, which can include prebunking, are achieved by anticipating that counter-evidence will surface during a crisis to challenge the dominant narrative, desired measures and hidden agendas — by deploying memes about the harms of conspiracy theories. Since memes are to a culture what genes are to a organism, a society can be hacked at scale with military-grade mass propaganda that brainwashes almost an entire population within one month.
As a consequence of the CIA’s secret mind-control, brainwashing and indoctrination experiments, code-named MK-ULTRA, scientists learned to unlock the secrets of human physiology, psychology and the inner workings of the human mind in order to scientifically direct societies by weaponizing science, psychology and cutting edge inventions.
Under the rubric of cybernetics, MK-ULTRA technocratic planners, scientists, and psychiatrists worked to develop technical systems that would merge the control of humans with machines via the creation of communications networks, dubbed ‘the matrix’ — as the epic 2018 documentary The Minds of Men proves. Consequently, the repetition of trigger words and terms such as ‘conspiracy theory’, ‘tinfoil hat’, and ‘fake news’ can be weaponized by framing the presentation of counter-evidence as a mental health issue. Such trigger words become stored as neurons that can be switched on to short-circuit critical thinking processes and instead maintain the perceived safety of group-think.
Given that the Global Media Cartel had acted as a vector of emotional contagion with previous pandemics, such as Sars in 2002, Swine Flu (H5-N1) 2005, Swine Flu (H1-N1) in 2009, Ebola in 2013, and Mers in 2015, their media missionaries were already brainwashed to reproduce the spectacle of a global-scale crisis without significant skepticism.
In this way, news audiences were acclimatized to an epic military-grade psychological operation, with what was in essence a serialized Bandwagon spinfluence ritual. Such Bandwagon spinfluence spectacles are designed “to create the illusion that everyone is backing a particular movement [that] appeals to the common desire to follow the herd, whilst reinforcing the fear of being left behind” — as Nick McFarlane’s book, Spinfluence: The Hardcore Propaganda Manual, explains more generally.
➼ Engineering World War III to Continue the Third Hundred Years’ War
Not surprisingly — given the aforementioned machinations — Robert Kadlec was also on hand to lead the Trump Administration’s 2019 Crimson Contagion exercise, which involved the Department of Homeland Security, the National Security Council, and the Pentagon.
Like Dark Winter, Crimson Contagion simulated an outbreak scenario months before it played out in the Make Real World.
Uncannily, Crimson Contagion envisaged a pandemic influenza outbreak in the U.S. that originated in China and spread rapidly around the globe to kill 586,000 people worldwide in the first two months.
On September 17 and 18 of 2019, the Johns Hopkins Applied Physics Laboratory and the US Naval War College teamed up with the National Center for Disaster Medicine and Public Health to bring together 50 experts from various organizations for a two-day workshop.
The scenario called Urban Outbreak 2019, was designed by the U.S. Naval War College, and focussed on the challenges of an outbreak in the coastal city of Olympia, which is located on the southwestern edge in the fictional sovereign nation of Olympus. The un-named pathogen, said to originate in rodents, initially caused fever, cough, headache, fatigue, and general malaise; progressively worsening to include bloody sputum production, respiratory distress syndrome, respiratory failure, and was capable of killing people within six days of infection. Although existing antibiotics were effective, they were not readily available to Olympia’s 21 million inhabitants, the Urban Outbreak report of October 2019 stated.
Therefore, Urban Outbreak and Crimson Contagion were pandemic simulation clades spawned from the same the Johns Hopkins University lineage.
With the onset of the Covid-19 Pandemic, much of the gas-lighting came from official institutions as they advanced the Corona World Games — including the U.S. White House.
On March 20th 2020, ex-CIA Director Mike Pompeo said while wearing his Secretary of State ‘mask’, at a White House Press Conference. “we’re in a live exercise here”, to convey the message that the Chinese needed to share their corona-virus outbreak data so that the ‘pandemic’ could be analyzed.
It would appear then that the Event 201 pandemic exercise of October 18 2019, was taken from simulation to the real world to ‘live exercise’ as Covid-19.
Not surprisingly, given the foregoing, a former professor of physics at the University of Ottawa, Dr Denis Rancourt, discovered, striking peaks in deaths occurred in places where central, state or county governments had imposed draconian Covid ‘pandemic’ measures immediately after the World Health Organization’s pandemic declaration of March 11 2020. Dr Rancourt interrogated All Cause Mortality data, which measures the total number of deaths by place, time and demographic, across numerous jurisdictions.
Across numerous jurisdictions of the U.N. member state system, the disproportionate lockdown measures included the shutting down of hospital services for all but those in critical care, the curtailment of clinic visits and the widespread shutdown of economic activity.
In a comprehensive study, published in October 2021, that focussed on the United States, Rancourt and his team found that such measures continued to impact society’s most vulnerable amidst a global program of democide. The authors of the study entitled, “Nature of the COVID Era Public Health Disaster in the USA: From All-cause Mortality and Socio-geo-economic and Climatic Data”, blamed “large-scale medical and government responses” for causing one million excess deaths in most vulnerable and underprivileged residents of the USA in the COVID‑era.
Furthermore, US health officials and Gilead Pharmaceuticals knew that Covid-19 drug, Remdesivir, caused multiple organ failure, including impairing kidney function, before the U.S. Food and Drug Administration’s emergency use authorization of May 1 2020 — as I proved in part 1 of my investigative series, Pharmageddon — How masked bandits in the US FDA, NIH & CDC used Gilead’s Remdesivir to democide ‘Covid-19 patients’ across America.
As with the malign use of the drug combination of Midazolam and Morphine in the United Kingdom, Remdesivir was used to mass murder the elderly and the other vulnerable people as part of a program to boost the United State’s Covid death statistics.
Therefore, the metadata used for the pandemic dashboard — which was built by the Johns Hopkins Center for Systems Science and Engineering — became the experiential evidence of a global pandemic in accordance with the official narrative rather than as substantive evidence of democide, or the officially sanctioned mass killing of civilians.
Plotting a ‘PlanPanic’ in Progress: This forebodingly colored pandemic dashboard, which was built by the Johns Hopkins Center for Systems Science and Engineering, was the visible interface of a globlized system of metrics gathered from health departments across the U.N. member states.
As I stated in Part 2 of this Corona World Games series entitled, “Dropped Bag of Covid Illuminati – 33’s in U.N.’s 2nd Pandemic Exercise”, and published January 6th 2021, the Covid-19 global health crisis was inflicted as a cover-story to re-forge Western Civilization to better compete with the Chinese and Russian empires.
In my first heretical Letter to the Future from the Time of ‘The Crazy’, entitled — “How the World is going to Hell in a Corona Hand-Basket” — and published February 2nd 2022, I sketched the ‘anatomy of resets’ as mechanisms of deep state-planned disruptive events to alter the trajectory of a society, to explain the recent tectonic geo-political shifts as a Techno-Feudalist revolution.
I described the anatomy of resets as deep state mechanisms to re-assert control over structural forces, including technological innovations — because without such periodic resets, the global élites would lose command over their systems of hierarchical power.
Resets require a trigger event to set off the engineered crisis, and are followed by the consolidation stage. The trigger event can take the form of a coup de’tat, which can occur by assassination, a spectacular terrorist attack or a novel Trojan Horse siege. The engineered crisis is exploited to justify new encroaching measures that accumulate wealth, power and control that would not otherwise be possible.
Dominant capitalist coalitions, or super-rich oligarchies, periodically inflict strategic sabotages of industries and public sector institutions to destabilize societies, rival empires, or a civilization to reset the structural forces in their favor — lest they lose control as they forge new fences to keep the human stock penned — as Jonathan Nitzan‘s and Shimshon Bichler’s book Capital as Power proved.
Sometimes resets are planned many years ahead to trigger a revolution. The consolidation stage is the violent part that we recognize as a revolution, where some segment of a society is scape-goated as a common enemy and targeted for a cull, while the new system of social control is swiftly implemented amid the manufactured fear, chaos, and despair.
A revolution is a revolving of society — after a slow incubation stage — orchestrated by a secret group to rapidly transform a society’s system or pattern with coercive force or social pressure, as Nicholas Hagger showed in his epic study, The Secret History of the West, that modelled for the patterns of revolutions, how secret societies plotted them and reasons for the subterfuge.
This revolution was inflicted to reset the world’s structural forces, amid Western Civilization’s Third Hundred Years’ War — in a gambit to forge a universal empire to be ruled by the winning 3D chess players.
Intriguingly, America’s post-9/11 cause was described as a war against the ‘virus of terrorism’, by a member of what was dubbed the ‘Wolfowitz cabal’ who evidently had the ear of then-U.S. President George Walker Bush. Paul Wolfowitz was Deputy-Secretary of Defense to Ronald Rumsfeld, who infamously said the day for 9/11 a bigger threat to national security than terrorism was the $2.3 trillion in unaccounted transactions in the Department of Defense’s books. In the aftermath of 9/11, The Guardian newspaper also reported 14 October 2001, that this ‘Wolfowitz cabal’ were Bush Administration officials close to a group called the Defense Policy Advisory Board. One of the anonymous ‘Wolfowitz cabal’ — who had likened the terrorism of 9/11 to a virus — also compared such a contagious threat to bone marrow cancer that had to be treated with Western Allopathic Medicine’s mainstay cancer treatment: chemotherapy.
Ironically, such ‘therapy’ kills not simply the cancerous cells, but healthy body cells, indiscriminately.
Reading the runes, because the terrorist enemy had been officially cast as amorphous Muslim fundamentalist non-state actors working with the support of rogue failed states such as Iraq and Afghanistan, the treatment evidently required a new “Hundred Years’ War” — as The Guardian reported the Defense Policy Advisory Board’s group-think, or lock-step mindset. Among the 30 members of the BUSH II Administration’s Defense Policy Advisory Board, were chairman Richard Perle, who had served the American Empire as Assistant Secretary of Defense for Global Strategic Affairs in the Reagan Administration; Clinton-era CIA Director, James Woolsey; and James Schlesinger, who has served as CIA director, defense secretary and energy secretary in the Carter and Nixon administrations, and also chaired the board of trustees of the MITRE Corporation.
Crucially, in the two years prior to 9/11, avionics software development firm, MITRE Corporation, had teams located in the basement of the Federal Aviation Administration (FAA), in a joint-project with software company, P-Tech. Once installed into an institutions’ computer network, P-Tech’s software had the capability to not only track an institutions’ data in real-time. P-Tech’s software had a backdoor capability that could be used to insert false data, steal information or erase records.
P-Tech, therefore, had access to the FAA’s enterprise architecture, including flight tracking, simulation, emergency testing and war-game exercise technologies. P-Tech’s software combined data-mining, inter-operability and artificial intelligence. P-Tech and MITRE supplied software to simultaneously coordinate the FAA, NORAD and the Secret Service. Sheik Yassin Al Qadi, who evidently worked with Osama Bin Laden in Albania, bankrolled P-Tech — as Kevin Ryan recounts in his ground-breaking book, Another Nineteen: Investigating Legitimate 9/11 Suspects.
Therefore, it would appear that threatening a “Hundred Years’ War” while brazenly deploying a dog-whistling public relations bridging tactic, the ‘Wolfowitz cabal’ had connected two seemingly unrelated topics — terrorism and virus outbreaks — to signal that Western Empire Syndicate’s next big deep event: the Great Corona Reset would be set-off at the end of 2010s decade.
As I pointed out earlier, Eugene Jarecki’s 2005 documentary, Why We Fight, showed, Saddam Hussein had nothing to do with 9/11, and as Dylan Avery’s Loose Change documentaries, showed, the official narrative did not hold up to scrutiny and Kevin Ryan’s book Another Nineteen, indicated more likely suspects that could be indicted.
Therefore, it is truly, madly, deeply ironic that the exponential rise of Islamic terrorism occurred as a result of conspiracy to circumvent the retrenchment of the CIA in the mid-1970s with a ‘ghost‘ network: the Safari Club.
During the Frank Church Senate Committee probes of 1975-77 into the activities of the FBI, CIA and NSA that underpinned Watergate, COINTELPRO, MK-ULTRA, Project Mockingbird and the JFK Assassination — the machinations of an out-of-control US National Security State was evident.
The credibility of the intelligence, security and criminal investigation agencies‘ in the eyes of the American people was diminished as a consequence of the Senate probes, and the CIA, NSA and FBI ‘suffered‘ from the retrenchment that ensued to reign in their unbridled, unconstitutional and unconscionable plots, practices and powers.
To circumvent this retrenchment of the CIA and the prying scrutiny of the U.S. Congress, the ‘Safari Club’ was established to be a transnational intelligence, terrorism and narcotics network.
The Safari Club was founded by two of the Vatican’s Maltese Knights, Count Alexandre de Marenches, the director of the French Service de Documentation Exterieure et de Contre-Espionnage (SDECE) (1970-1981); and the Jesuit-educated U.S. Army General, Vernon Walters. The alliance formed between the heads of American, Saudi Arabia, and Pakistani intelligence agencies and bound France, Egypt, Iran and Pakistan into a supranational deep state private intelligence network.
Moreover, it was George Herbert Walker Bush who, as CIA Director (1976-77), was tasked with persuading the Saudi Royal Family to join the Safari Club, and take over a large chunk of covert intelligence financing for the American Deep State. This geopolitical chess move marked the exponential rise of Islamic terrorism, which is deeply ironic given that Bush II was president at the time of the 9/11 Coup D’état.
In his 1961 book, The Evolution of Civilization – An Introduction to Historical Analysis, historian Carroll Quigley stated that what makes Western Civilization unique is that it has transitioned from “Stage 3: Expansion” to ”Stage 4: Age of Conflict” three times. Quigley found ‘The West’ has been remarkably resilient at staving off its total collapse by invading the territories of other Empires.
In doing so, the West’s oligarchies, or coalitions of the super-rich, have been very successful at harnessing an Age of Conflict as a means to enter a new Age of Expansion by periodically moving the center of operations from the Empire’s core to a peripheral state. Quigley model theorized that every empire has a ‘Supreme Group’ that manages the competing factions to ensure the surplus of the vested interest institutions accumulates more power, wealth and control, rather than facilitating genuine reforms in the interests of the citizenry.
Western Civilization has undergone a Hundred Years’ War three times, when major tectonic transformations to the over-arching world system are being forged, involving technological breakthroughs, administrative systems and fights between factional feuding élites. Such epic warring is about gaining control over territories, with new tricks, technologies and tactics to secure the resources to reign supreme over rival oligarchies and their empires.
These three Ages of Conflict are the Hundred Years’ War (1300-1430), the Second Hundred Years’ War (1650-1815) and the Third Hundred Years’ War (1899-Present). The first Hundred Years’ War was ostensibly fought over the Kingdom of France, and marked the decline of feudalism, the rise of nationalism and the commercial revolution which was enabled by the credit revolution innovated by the Knights Templars. The core of Western Civilization was conquered by an imperialist state: by Henry V’s England around 1420 resulting in chivalry being circumvented with commercial capitalism.
In the Second Hundred Years’ War, which saw the Masonic driven English, American and French revolutionary dynamic play-out — with English Rosicrucian Freemasonry losing control of American colonies as peripheral expansion and the United States established as a Templar Masonic State. Then, France under Napoleon conquered the core area in 1810 establishing mercantilism that was later circumvented with industrial capitalism.
In 1815, and with the fall of Napoleon I, the Sionist Congress of Vienna established Switzerland as a neutral state under the protection other European countries. British Masonic Bankers — then dominated by the House of Rothschild, that controlled the then-privately-owned Bank of England — would only back the plan if they gained control of Swiss banking. Zurich was established as a Sionist financial headquarters and an enduring hidden Anglo-Swiss Banking Alliance began as historian Anthony Chaitkin stated in his 1985 book, Treason in America.
During the Third Hundred Years’ War, Hitler’s Anglo-Swiss-American-backed Nazi Germany conquered the core area of Western Civilization and held it until 1945, and monopoly capitalism was supplanted with finance capitalism that was later circumvented by techno-feudalist globalism.
After 1945, the expansionism driven by peripheral state, America, has led to an encirclement of China and Russia, as they compete for resources amid the chip revolution. As the end of the gargantuan imperial debt super-cycle nears an implosion, the three great powers Russia, China and America compete for domination over resources to control the revolution of the computing chip, as the key instrument of expansion to forge what I call the Techno-Feudalist World Order.
Crucially, Quigley’s civilization model showed every civilization needs an instrument of expansion. Critically, the phenomenon of historical change in civilization is determined by what happens to the instrument of expansion.
The billionaire-funded global policy-shaping think-tank, the World Economic Forum, describes the Fourth Industrial Revolution as the fusion of computing chip technologies such as artificial intelligence, robotics, nanotechnology, 3-D printing, and telecommunications — with brain research and biological life. The World Economic Forum brags that Fourth Industrial Revolution will alter biological functionality of all life-forms to fit the new ‘economic model’.
As I stated in “How the World is going to Hell in a Corona Hand-Basket”, which was published February 2nd 2022, or 22 days before Russian tanks rolled into Ukraine — most people do not recognize we are in the early stage of World War III, in which all of humanity — except the totalitarian global elite — had been cast as covid suspects. This epic global war seeks to destroy nation-state autonomy, wreck household autonomy, and sabotage free enterprise in order to construct a totalitarian universal empire through domination of the Chip Revolution.
Disturbingly, proponents of the Fourth Industrial Revolution seek the eventual fusion of humans with machine as an enslaved workforce, data-mined, mind-controlled and shelled-out to perform tasks in vast hi-tech mega-cities ruled by the system of technocracy, or a scientific dictatorship on behalf of unseen super-rich oligarchs.
Therefore, the chip is poised to ‘collect’ all other instruments of expansion.
It is therefore crucial to comprehend that what has taken place over the past two years is a global heist of power, an epic transference of wealth, and a horrendous concentration of control.

Because there was a pre-planned military-grade psychological warfare operation deployed to construct a hegemonic block that would bias the official Corona narrative — it shaped public discourses, institutional responses and a professional malaise throughout the United Nations member countries.
As political scientist E.E. Schattschneider stated in his 1961 book, The Semi-sovereign People, “the definition of alternatives is the supreme instrument of power”.
The record shows that Johns Hopkins University lacked the capacity to be circumspect about its casting of players after following it very first pandemic exercise, Dark Winter, when one of its players, former CIA Director James Woolsey, took aspects of the pre-9/11 bio-terrorist scenario live.
Indeed, the linkages between this pandemic exercise and America’s subsequent invasion of Iraq and the hawkish calls of a ‘Wolfowitz Cabal’ to wage a Hundred Years’ War to rid the world of the virus of terrorism — indicate these subversive pandemic exercises are penetration rituals designed to capture public health, destabilize liberal democracies and weaponize ‘the news’.
Engineered false flag deep events always direct the blame elsewhere, and are designed to emotionally hijack mass populaces, politically capture Public State authorities and reset the trajectory of a society onto a fully-fledged Police State path and beyond — as the author of The Spectacle of the False Flag: Parapolitics from JFK to Watergate, Eric Wilson states. The lecturer in international public law at Monash University adds that the spectacular power of a false flag deep event is that the spectacle is unifying, yet totalitarian in nature. As exhibitions of spectacular power, such deep events effect an enduring severance between the visible Public State and the Deep State’s invisible national security complex. Wilson emphasizes the need to identify the battling factions whom wage civil battles beyond the public state’s legal boundaries.
Ironically, the pandemic exercise title, ‘Dark Winter’, became a trope in the Northern Hemisphere’s autumn of 2020, amid the contagion of fear porn spread to scare people into voluntary vaccination, continue their submission to mask-wearing and complying with house arrest edicts.
This Dark Winter trope even spread through the global news-chain to New Zealand, where the Crown-owned TVNZ news show, 1News, reproduced the ‘Dark Winter’ meme without comprehending its deep history.
The 1News anchor Simon Dallow announced that Britain was braced for a Dark Winter as new measures were deployed to stem a new surge of coronavirus. Because news anchors such as Dallow believe the narratives they are spinning and because they are trusted by their audiences, who think such newsrooms practice rigorous research, they become conduits for contagions of fear.
Yet, Dallow and other nice-guy news anchors like him, are hardly aware of the Johns Hopkins University’s track record for scripting, casting and hosting pandemic exercises that feature participants with sketchy roles in the American Deep State Complex — as I have shown in All Techno-Feudalist Roads Lead to ‘Dark Winter’ Amid World’s Third Hundred Years’ War.
Like its TV3 Newshub rival, TVNZ’s 1News does not critically research or edit satellite-fed news stories from international establishment media newsrooms, the news bulletins become vectors for the US-NATO Military Empire’s emotionally laden propaganda.
Because this Dark Winter trope referenced the pre-9/11 weaponized Small Pox scenario and the anthrax attack sub-plot, TVNZ’s flagship newsroom was unaware how they had acted as a vector for a veiled threat to Government insiders, including health officials. Since the anthrax sub-plot of the Dark Winter exercise had been taken live by American Deep State actors, to inflict the real-world anthrax attacks in the immediate aftermath of 9/11 — the spectacular power of propaganda reproduced through the global news-chain would not have been lost deep state actors in New Zealand.
Therefore, a hegemonic block of scientism has taken hold with a polarising effect on public discourses, the international medical profession and the private lives of humans cast as human monkeys in an epic global experiment.
Indeed, The Late Show appearance of planetary scientist Dr Neil deGrasse Tyson in March 2020, is consistent with Hostage Posting Rituals, as game theory could predict. DeGrasse Tyson smugly said the Covid-19 health emergency was an “interesting experiment we’re in the middle of” to see if populations would “obey scientists”.
As Aaron Dykes and Melissa Melton of Truthstream Media anticipated in their mini-documentary, We’re Living in 12 Monkeys, this experiment on the whole planet is a brazen gambit to pivot the world into a dystopian totalitarian technocracy, or scientific dictatorship, ruled over by an invisible international billionaire class of oligarchs.
The media-hype theme that was apparent to many who had been paying attention to the pandemic outbreaks since 9/11, was also detectable in the pandemic exercises. However, the role and influence of a British Zoologist would be hard to over-emphasize.
In 2015, at a ‘workshop’ – “Rapid Medical Countermeasure Response to Infectious Diseases” – the CEO of EcoHealth Alliance, Peter Daszak, talked about how the media hype in the next ‘disease outbreak’ could be used to convince the public of the need for a pan-global vaccine. Such media hype, Daszak added, would create the market that would attract investors to fund the mass development of vaccines, as the favoured medical countermeasure (MCM).
EcoHealth Alliance was used as the funding conduit, and Peter Daszak oversaw the repackaging of monies to flow to numerous subcontracted bio-research labs, universities and medical schools.
Beginning in 2014, Dr Peter Daszak was Principal Investigator of a six-year NIH project which was awarded to the EcoHealth Alliance and which focused on the emergence of novel zoonotic coronaviruses with a bat origin.
Crucially, in October 2014 US President Barack Hussein Obama banned ‘Gain of Function’ research on potential pandemic viruses such as avian flu, SARS and MERS amid concerns from scientists. This research could be dual purposed, to make vaccines or to weaponize pathogens.
Beginning in fiscal year 2014, the Pentagon’s Defense Threat Reduction Agency (DTRA) began awarding funding to EcoHealth Alliance for a work program labeled “Scientific Research – Combating Weapons of Mass Destruction”. By 2020, the grants totalled $33.85 million.
Between fiscal year 2008 and 2020, EcoHealth had also received $41.91 million in awards from the Pentagon, with $37.61 million granted by the Defense Threat Reduction Agency (DTRA) — meaning that 90 percent of EcoHealth’s Pentagon awards were for just one program from DTRA. Over the same period, EcoHealth Alliance was also awarded $13.17 million from the Department of Health and Human Services, as The New York Post reported July 1 2021.
EcoHealth Alliance was also awarded $7.5 million for a project, called – “Understanding the Risk of Bat Coronavirus Emergence” from the National Institute of Allergy and Infectious Diseases (NIAID) over an 11 year period to 2020.
Dr Anthony Fauci — who has been the director of the National Institute of Allergy and Infectious Diseases (NIAID) since 1984 — funded this ‘Gain of Function’ research at the Wuhan Institute of Virology in two installments of $3.7 million for three-year terms, the first beginning in 2014 on Obama’s watch, and the second in 2017 on Trump’s watch.
Then, on February 19, 2020, as rumours, disinformation and conspiring theories were swirling about the origins of the of the SARS-CoV-2 coronavirus outbreak, the prestigious Lancet medical journal published a statement that effectively rejected the lab-leak hypothesis — as well as a possible bio-terrorist plot — while endorsing the idea that COVID-19 had a natural origin.
Among the signers of the statement was the President of EcoHealth Alliance, Dr Peter Daszak, who is credited elsewhere for discovering the origins of the first coronavirus outbreak, SARS-CoV-1 (November 2002-March 2003).
Ironically, the signers declared they had no competing interests.
Yet, between 2008 and 2020, EcoHealth Alliance was the recipient of at least $63 million in Federal funding from the US Department of Health and Human Services, and its US National Institute of Allergy and Infectious Diseases (NIAID), as well as the Pentagon’s Defense Threat Reduction Agency (DTRA).
As Vanity Fair reported June 3 2021 in an investigation entitled, “The Lab-Leak Theory: Inside the Fight to Uncover COVID-19’s Origins”:
❝The Lancet statement effectively ended the debate over COVID-19’s origins before it began.❞
According to the Lancet, Daszak moved quickly to snuff out a lab-leak theory because if such an origin took hold, it could have mired the field indefinitely in moratoriums and funding restrictions. To support this lab-leak framing, Vanity Fair interviewed over 40 people, including the author of Hacking Darwin: Genetic Engineering and the Future of Humanity, Jamie Metzl.
He told Vanity Fair what he thought was Daszak’s motivation for organizing the Lancet statement: “If zoonosis was the origin, it was a validation … of his life work …. But if the pandemic started as part of a lab leak, it had the potential to do to virology what Three Mile Island and Chernobyl did to nuclear science.”
But, was that all there was to Dr Daszak’s motive?
It turns out that Dr Daszak, a zoologist, had not only concealed his role as the key organizer behind the Lancet statement. Dr Daszak also ensured that one of his associates, Professor Ralph S. Baric of the University of North Carolina Chapel Hill campus, did not sign The Lancet statement, in order to create “some distance” to hide their “collaboration”.
In a 6 February 2020 email, subject-lined, “No need for you to sign the “statement” Ralph!!”, Dr Daszak told Dr Baric that we’ll put out the natural outbreak origins statement in a way that “doesn’t link back to our collaboration so we maximize an independent voice.”
Matthew F. Pottinger, United States Deputy National Security Advisor (2019- 2021) who had approved a COVID-19 origins team in early 2020, run by the NSC directorate, stated that many leading experts had either received or approved funding for gain-of-function research. Pottinger told Vanity Fair that their “conflicted” status meant they “played a profound role in muddying the waters and contaminating the shot at having an impartial inquiry.”
The US National Security Council Directorate inquiry was subsequently shutdown.
Yet, Vanity Fair regarded the idea of a bio-terrorist plot with a weaponized pathogen as a wing nut Alt-right conspiracy theory. While the Vanity Fair investigation reported that Dr Daszak had repackaged NIH funding through a myriad of subcontracted studies — which created a code of silence, or Omertà, about the gain of function lab work into the coronavirus — the magazine omitted the deep state élite connectivity to EcoHealth Alliance.
The EcoHealth Alliance’s extensive partners include: the US Centers for Disease Control and Prevention (CDC), Johns Hopkins University Bloomberg School of Public Health, the United Nations (FAO) Food and Agriculture Organization and Johnson & Johnson. Among the science advisors to the EcoHealth Alliance are Dr. Scott Dowell, who is the Deputy Director for Surveillance and Epidemiology at the Bill & Melinda Gates Foundation, and Captain Jason Thomas, who is the Biosurveillance Coordinator at the CDC’s Center for Surveillance, Epidemiology, and Laboratory Services (CSELS).
From the outset, Professor Ralph Baric’s work appeared to be focussed on making the coronavirus pathogenic to human lung tissue.
For instance, Professor Baric was among three inventors who patented techniques for producing a recombinant coronavirus, after filing for a patent on their work on April 19th 2002. This patent described the creation of helper RNA cells, which allegedly made the replicon RNA infectious because it was said to be able to complete viral replication with a structural protein coding sequence. This patent application was filed seven months before the first ‘SARS-COV epidemic’ emerged in November 2002.xi
According to Dr David E. Martin — whose company M-CAM tracks patent breaches of treaties, laws and ethics — Dr Fauci and his team of scientists had partnered with a team of Chinese scientists to study bat coronaviruses and their effects on human cells after the first SARS outbreak in late 2002.
In the school night length-documentary, Plandemic InDoctorNation, by Mikki Willis, Dr Martin said the World Health Organization was captured by a ‘Global Health Syndicate’. Dr Martin traced the patents on the coronavirus since 2002 — and believes that life insurers are the dominant group among the Covid Pirates, Privateers and Orchestra. In a recent lecture, Dr Martin pointed out that the mass killing of the elderly under the cover of a pandemic serves to save life insurers from huge payouts on policies by shortening their lives.
Therefore, while Daszak, Fauci and Baric were at the epicenter of research to alter the coronavirus, the world was being gaslighted to believe that only a natural origin narrative was plausible.
The subversive media hype idea suggested by Eco Health Alliance CEO, Peter Daszak, at the 2015 ‘workshop’ – “Rapid Medical Countermeasure Response to Infectious Diseases” – clearly penetrated the Global Health Security ‘community’. Daszak’s subversive penetration ritual became a ‘flood the zone’ media strategy three years later at the UN’s first global pandemic exercise, Event 201, which took place in Gotham, one month before the coronavirus outbreak was attributed to Wuhan City.
This ‘flood the zone’ media strategy, which was repeated like a mantra by the Event 201 players, was code for drowning out counter-voices, and worked to blind-side dissenting scientists, doctors and nurses who were ignored, ridiculed and suspended and accused of being irresponsible conspiracy theorists.
The central irony was that simulated newscasts were played at Event 201 that prepared participants to shut-down whole economies. The Event 201 tabletop exercise attributed blame for financial market crashes, widespread business failures and mass unemployment, to the coronavirus pandemic called Coronavirus Associated Pulmonary Syndrome (CAPS).
Meanwhile, the ‘Pandemic Emergency Board’ discussed the need to get vaccine stockpiles, supply chains and other medical infrastructure financed, built and pandemic ready to mitigate economic mayhem!
The economic sabotage that has been inflicted upon nation after nation in 2020 and blamed on Covid-19, actually occurred in a lock-step fashion to another Rockefeller Foundation plan called, “Scenario For The Future of Technology & International Development”.
This 2010 crisis planning and system reset blueprint actually included a “Lock Step” an influenza pandemic scenario that originated in wild geese in 2012, killing 8 million in seven months, mostly young adults, and infected 20% of the world’s population.
Eerily, the pandemic was said to have caused economies to screech to a halt, impacting tourism, global supply chains and businesses due to the triggering of containment protocols. The “Lock Step” scenario stated that a liberal policy of “strongly discouraging” U.S. citizens from air travel “proved deadly” because the jet-setting virus spread within the United States and around the world.
The continents of Africa and Central America and countries of South-East Asia were said to have been impacted the hardest, due to the absence of official containment protocols. Meanwhile, China fared better because its government acted fast to enforce mandatory quarantine for all citizens, and a near-hermetic sealing off of all borders, to enable a swifter post-pandemic recovery.
Fascinatingly, the Rockefeller’s “Lock Step” scenario envisaged governments becoming more authoritarian as a result of not relinquishing powers imposed amid the pandemic crisis. Consequently, sporadic push-back became organized by 2025.
The subtext to this “Lock Step” scenario, with its timeline ending in 2030, was the pandemic was a great disrupter because the writers were really concerned about the blockages to technological innovation, such as nationally-based IP protection regimes, resource use and the rise of something called “virulent nationalism”, which made it seem this ideological viewpoint had become a communicable disease and was somehow a threat to the Rockerfellerites.
The Rockefeller-funded Lockstep scenarios were not the only indication that public and private health was to be militarized under the rubric of a global health emergency.
One of the front-men leading the corporate takeover of public health, predatory philanthropist, Bill Gates, lobbied for ‘germ games’ not more war games, in a 2015 TedTalk titled, “The Next Outbreak? We’re not ready”.
To assist with his creepy, subversive penetration ritual, Gates showed his model projecting 33 million deaths by referencing the 1918 ‘Spanish Flu’ pandemic, which started toward the end of World War I, when millions were weary, malnourished and poorly housed.
Gates promoted the idea of combining the military’s logistical capacity with medical field professionals to create a medical corps. In other words, Gates was calling for a medical-martial merger between the health systems and military systems, or a globalized militarization of the health sector.
While the coronavirus was being manipulated, patented and weaponized, the Gates Foundation orbited for two decades at the center of the Global Health Syndicate consisting of Big Pharma, billionaire-funded foundations, centers for public health, regulatory institutions and non-profits advocacy groups.
Since 2000, the Gates Foundation poured billions into ‘Global Health’ to gain influence, control and market power over public and private health, regulatory institutions and non-profits advocacy groups — in collusion with the Big Pharma Cartel.
In other words, factions of Techno-Feudalist Global Élite planned, work-shopped and orchestrated a re-set of the trajectory of structural forces, including technological innovations, to re-assert control over the development of the computing chip as the key instrument of expansion to forge the Techno-Feudalist World Order.
Since the chip is poised to ‘collect’ all other instruments of expansion, and since “the definition of alternatives is the supreme instrument of power” — controlling the Corona narrative arc was integral to the planning of Global Corona Coup D’état as means to alter the ‘arc of history’.
To sum-up, the pandemic exercises of Johns Hopkins University, as well as its futuristic coronavirus SPARS pandemic scenario of 2025 to 2028 reveal an underlying plan to cement a global health infrastructure by orchestrating over-hyped pandemics as a Trojan Horse to up-end nation states, destabilize households and destroy free enterprises.
The groundwork for this Great Corona Reset had been laid with numerous over-hyped real world pandemic outbreaks in recent years, such as Sars in 2002, Swine Flu (H5-N1) 2005, Swine Flu (H1-N1) in 2009, Ebola in 2013, and Mers in 2015.
Meanwhile, a series of pandemic preparedness exercises such as Dark Winter in June 2001, Atlantic Storm in January 2005, Lock Step in 2010, Clade-X in May 2018, Crimson Contagion in August 2019, as well as Event 201 and Urban Outbreak in October 2019 — together provided fertile ground for a supranational network of deep state actors to plan for making such pandemic simulation scenarios to ‘go live’.
In effect, the world’s most dangerous novel villain of all time, SARS-COV-2, boot-legged the ‘germ games’ idea from a tech-billionaire who made his fortune marketing virus-ridden software.
It appears to be a tradition in the pandemic exercise community to over-hype the the threat with catastrophic death tolls and to signal the transmission of a fear-porn contagion via the global news-chain, as each of the Johns Hopkins University simulations have demonstrated.
The estimated worse case scenario death tolls or actual final mortal figures for each of the pandemic simulations designed by Johns Hopkins Center for Health Security are as follows: Dark Winter of June 2001, projected 1 million deaths; Atlantic Storm of January 2005, millions of cases estimated, Clade X of May 2018, 150 million died in the 1st year, and Event 201 of October 2019, 65 million deaths occurred after 18 months.
In recent interviews following the publication of his book, The Real Anthony Fauci: Bill Gates, Big Pharma, and the Global War on Democracy and Public Health, Robert F. Kennedy Jr, said Fauci’s playbook has been to over-hype or fabricate pandemics in order to accelerate implementation of work-shopped militarized response measures, boost Big Pharma profits and set a system of totalitarian control. Kennedy describes Fauci as “the J. Edgar Hoover of public health” for his dominating, conniving and deceiving role as Director of the U.S. National Institutes of Infectious Diseases.
It turns out that Fauci has come to control the public health apparatus of the United States (and across the world) by building a network of federal fund dependent scientists, doctors and medical schools, including having 300 loyal ‘principle investigators’ to fix drug trials. Moreover, because health regulators such as FDA, NIH, CDC and WHO are largely dependent on either Big Pharma, predatory philanthropist foundations and their labyrinthine funding mechanisms — players such as Dr Fauci, Bill Gates and Robert Kadlec (among many others) have constructed a Global Health Cartel, Kennedy finds.
This biocracy, or Medical Industrial Complex, is fused with the intelligence agencies such as the CIA and MI6 through agents working on multiple foundation, university and regulatory boards, planning pandemic exercises, supervising pandemic responses and censoring credible counter-voices.
Robert F. Kennedy Jr found 16 pandemic exercises since ‘Dark Winter’ that involved hundreds of thousands of people, who were programmed to work like automated parts of a machine once a global pandemic was declared. Kennedy stated that all 17 pandemic exercises favored mass vaccinations as the primary solution. He also observed that border shutdowns, business closures and quarantining of the healthy were frequent pandemic script elements. Bobby Kennedy said the scenarios discounted the efficacy of existing therapeutics, avoided mention of the value of exercise, sunshine and healthy diet, or ignored the effectiveness of immunity boosting supplements.
Therefore, the subversive theme of these pandemic exercises was that they served as a staging ground for sowing new hybrid narrative seeds to gaslight mass populaces into Stockholm Syndrome-esque compliance, by penetrating the psyches of unwitting and witting players, attendees, and observers — across all public and private sectors, and throughout the UN system of nations — who would perform as Hostage Crisis Actors in the ‘Great Corona Hostage Crisis’.
Key Findings: The corny graphic novel-like pandemic scenarios of Johns Hopkins Center for Health Security — along with their inclusion of the American Deep State’s officials in four simulations — belies an over-arching strategy to transform newsrooms into vectorized environments to globally spread emotional contagions. The subversive theme of these pandemic exercises was that they served as a staging ground for sowing new hybrid narrative seeds that penetrated the psyches of unwitting players, attendees, and observers. As such, the subversive pandemic scenarios were performed as penetration rituals to set-up the capture public health, destabilize liberal democracies and weaponize ‘the news’. Some players’ extra-curricular activities implicates them in a Third Hundred Years’ War plot.
